How each Ambulance Patient Offload Time measure is computed, with the elements each one reads. Benchmark, percentile, rate, the APOT-90 standard, wait-time bands, and the rolling window are editable in apot_config.py.
APOT — Ambulance Patient Offload Time
The time from ambulance arrival at the receiving facility to transfer of patient care, shown in HH:MM:SS. Read directly if your export carries an APOT column, otherwise computed from arrival-at-destination to transfer-of-care. Records outside a sane range are dropped as data-entry errors.

APOT-1 / APOT-90 (90th Percentile)
The offload time at or below which 90% of a hospital’s patients were transferred — the headline facility measure, resistant to a few extreme outliers. Reported in HH:MM:SS. Percentile is editable in apot_config.py.

Rolling-Year Trend & APOT-90 Standard
Each hospital card shows the 90th-percentile offload time for the last 12 months. Bars OVER the APOT-90 standard show orange; bars AT or UNDER show pale mint green; the latest month is outlined. The standard is a single editable value (APOT_STANDARD_MIN) in apot_config.py. The trend is sourced from a customer matrix (hospitals in rows, months in columns) when provided, otherwise computed from the patient data.

25-Minute Benchmark, Excess & Cost
Any offload over 25 minutes is "over benchmark." Excess time is the minutes beyond the benchmark, summed and reported in hours. Estimated cost = excess hours × the $250/hr strike-team rate (editable in apot_config.py).

Monthly Reporting Period
This is a monthly report. Input files are merged and the LATEST month present becomes the reported period; a file covering a quarter is reduced to its newest month for the headline numbers.
